Governor appoints Charles "Chip" Roy of McKinney as State-Federal Relations director

Governor Rick Perry announced his official choice for the state's new director of state-federal relations on Friday.


Charles "Chip" Roy of McKinney has been tapped by Gov. Perry to serve as the state's go-between for issues and policies that affect the state of Texas debated or enacted by the federal legislative branch, according to a statement issued by Gov. Perry's office late Friday.

Roy, a former special assistant district attorney of the U.S. Attorney's Office in Sherman in the U.S. Eastern District of Texas, served as the staff director and senior counsel to U.S. Sen. John Cornyn when he served as vice chairman of the Republican Committee and the Judiciary Committee in the U.S. Senate. Roy advised Cornyn and his staff on a number of legislative issues including immigration, nominations, intellectual property, civil justice reform, crime and other social issues.

Roy is a graduate from the University of Virginia where he received a bachelor's of science in commerce in 1994 and a masters of science degree in information systems management in 1995. He and his wife Carrah, a native of Plano, reside in McKinney.

The director of the Office of State-Federal Relations serves the Texas Legislature as an advisor and representative between the local and federal legislative branches. The position acts as "a liaison from the state to the federal governments, helps coordinate state and federal programs and informs the government and legislature of federal programs that may be carried out in the state or that affect state programs."

"The director also provides information to federal agencies and Congress about state policy and conditions on matters that concern the federal government," according to a statement released by the governor's office.

The appointment still requires final approval from the Texas Senate. A hearing regarding Roy's appointment is scheduled for Monday in the Texas Capitol in Austin.

Roy said even though his appointment isn't official, he's looking forward to serving the state to the best of his and his future staff's abilities.

"I'm excited," Roy said from his home in McKinney. "I'm enthusiastic about the opportunity. I've spent a number of years in Washington [D.C.], and I got to see a lot of what works and more of what doesn't work. In this role, I think I can help serve the interests of the state of Texas and how it interacts with Washington [D.C.]"

He said he looks forward to tackling the challenging and complex issues between the two legislative bodies.

"It's particularly exciting for me at the moment at this particular time," Roy said. "The influence of Washington has such a significant impact these days. I think this is a good opportunity to help Texas deal with what Washington is doing as it relates to our budget and those kinds of things."
